Lease of a TUSD school site to a private school
After the Board closed nine elementary schools in 2010, statements from district leadership indicated reluctance to lease school sites to charter and private competitors. Mark argued that such proposals should be considered case-by-case and could in some cases be the best option for TUSD. In the end, TUSD received credible lease or purchase offers from four charter schools, but none came to fruition. In at least one case (La Paloma), the charter school built its own new school and the school site that it wanted to use remains empty with no offers.
TUSD also received a credible offer from the International School of Tucson (IST), a private elementary school that emphasizes language instruction. Mark argued for serious consideration of this offer and eventually the Board unanimously agreed to lease the Jefferson Park site to IST, at a market rate.
